Valve has not mentioned anything about offering a cloud base system but according to the latest leak, we might actually see one from them.

Somebody found the code on their website asking their partners to agree to the “Steam Cloud Gaming Addendum”. Of course, that alone will not tell us what it is or what the partners are addressing to but some people think that it might be a Cloud Gaming service similar to what Google is offering with their Stadia.

It does not sound too surprising as well since Steam already has a lot of game options right now. They also have a game streaming option right now. For now, all we can do is speculate until Valve cracks and reveals a little more about what this is all about.
